Judge (Appeal) Jacobs Mwambegele, the chairman of the Independent National Electoral Commission, stated to reporters in Unguja, Zanzibar, today, May 15, 2024, that 34,746,638 voters are anticipated to be registered in the Permanent Register of Voters at the conclusion of the operation.

According to Judge Mwambegele, "the register is expected to have 34,746,638 voters from 29,754,699 in 2020; this is an increase of 5,586,433 new voters, equal to 18.7 percent," based on the findings of the 2022 Population and Housing Census. In the exercise, he continued, 5,94,494 voters will have their eligibility to vote revoked, while 4,369,531 voters are anticipated to update their information. Regarding the quantity of polling places, Judge Mwambegele stated that the Commission reviewed voter registration locations in 2023 and that following the exercise, it was determined that 40,126 polling places would be utilised to improve the register.

"There were 37,814 stations utilised for voter registration in 2019 and 2020 prior to the station assessment. Judge Mwambegele stated, "A total of 40,126 stations—of which 39,709 are from Tanzania's mainland and 417 are from Zanzibar—will be used for the exercise of enhancing the Register in 2024–2025 following the review exercise.

He clarified that the improvement will begin in the Kigoma district on the day of the launch and spread to the other regions of Katavi, Rukwa, and Tabora. "The improvement will be done on 13 rounds that will be defined in the schedule in order to carry out that assignment successfully. Additionally, each voter registration centre will host this operation for seven days, according to Judge Mwambegele. According to him, the activity would involve registering new voters who are Tanzanian citizens who are at least eighteen years old or who will turn eighteen on the day of the general election in 2025, as well as those who have not lost their eligibility in line with any other or the election legislation.

Judge Mwambegele stated, "The exercise will also provide registered voters who have moved from one region or district to another the opportunity to transfer their information from the ward or state they were previously registered in and provide an opportunity for registered voters to update their information, including names." According to the chairman, replacing voters' cards that have been misplaced or destroyed and eliminating voters who no longer meet the requirements to be listed in the register owing to a variety of circumstances, such as denial of Tanzanian citizenship or passing away, will also be part of the effort to enhance the register.

"Anyone in Zanzibar who does not meet the requirements to register with the Zanzibar Electoral Commission but meets the requirements to elect the President of the United Republic will be affected by the improvement of the register on Zanzibar's part,” stated Judge Mwambegele. According to him, the Commission has bought equipment for voter registration, including 6,000 BVR kits that use scanners to collect voter data such as fingerprints, pictures, and signatures. Judge Mwambegele stated, "The BVR kits of this phase are light with a weight of 18 kg, which will be easily portable, unlike the BVR machines used in the upgrades of 2015 and 2020, which weighed 35 kg."

He stated that the Online Voters Registration System (OVRS), a system of enhancement over the Internet that the Commission has implemented, will allow the voter listed in the register to start the process of upgrading his information via the Internet by utilising a computer or a mobile device. Judge Mwambegele stated, "The voter will have to go to the voter registration centre to complete the process and be given his voter card after completing the process online."
